Introduction
Welcome to Mobile Seva, a Government communication platform developed to enable Government Departments, Public Sector Undertakings (PSUs), Autonomous Bodies, Statutory Authorities, and other authorized organizations to communicate with citizens through various digital communication channels.
By accessing or using the Mobile Seva portal, APIs, applications, or any services offered through Mobile Seva, you agree to comply with and be bound by these Terms and Conditions ("Terms"). If you do not agree with these Terms, please do not use Mobile Seva services.
What is Mobile Seva?
Mobile Seva is a unified communication platform that provides various citizen communication services including SMS, IVRS, Voice Calls, WhatsApp Messaging, Rich Communication Services (RCS), Mobile Applications, Attendance Solutions, APIs, and other communication services introduced from time to time.
Mobile Seva enables Government organizations to send notifications, alerts, advisories, awareness messages, service updates, OTPs, and other citizen-centric communications.
User Registration
To avail Mobile Seva services, organizations must register through the Mobile Seva portal.
Users are required to provide accurate and complete information during registration and keep such information updated. Registration may require verification before services are activated.
User Responsibilities
You are responsible for maintaining the confidentiality of your account credentials and for all activities performed through your account.
You agree to use Mobile Seva only for authorized Government communication purposes and in compliance with applicable laws, regulations, and guidelines.
Use of Information
Information provided by users may be used for account management, service delivery, authentication, support services, security monitoring, reporting, audit purposes, and service improvement.
Regulatory Compliance
Users shall comply with all applicable regulations, including TRAI Guidelines, DoT Regulations, DLT requirements, Telecom Operator policies, and Government of India directives.
Users shall ensure that all required Sender IDs, Templates, Exemption Certificates, and approvals are obtained before using communication services.
Limitation of Liability
Mobile Seva services are provided on an "as is" and "as available" basis.
Mobile Seva does not guarantee uninterrupted availability of services and shall not be liable for delays, service interruptions, telecom network failures, delivery failures, or technical issues beyond its reasonable control.
Intellectual Property Rights
All intellectual property rights associated with Mobile Seva, including logos, software, designs, content, APIs, and documentation, are owned by CDAC, Government of India, or their respective licensors.
Users shall not reproduce, distribute, modify, or commercially exploit any part of Mobile Seva without prior written permission.
Prohibited Activities
Users agree not to:
- Use Mobile Seva for unlawful purposes.
- Send misleading, fraudulent, or unauthorized communications.
- Attempt unauthorized access to Mobile Seva systems.
- Distribute malware or harmful software.
- Interfere with the operation or security of the platform.
Modification and Termination
Mobile Seva reserves the right to modify, suspend, or discontinue any service without prior notice.
Access to services may be suspended or terminated if a user violates these Terms or applicable regulations.
Governing Law and Jurisdiction
These Terms shall be governed by the laws of India.
Any dispute arising from the use of Mobile Seva services shall be subject to the jurisdiction of the courts in Mumbai, Maharashtra.
