An OBD Call lets a department reach citizens with a pre-recorded voice message. The department first uploads the pre-recorded voice message to the portal. The system then places an automated call to each citizen from the 166 number and plays that recorded message to them.
IVRS
IVRS (Interactive Voice Response System) lets citizens receive automated calls directly from the government helpline number 166. When a call is placed to a citizen, it plays a pre-recorded voice message and, where applicable, collects a response through the telephone keypad no separate infrastructure or app is required.

How a Citizen Receives the Call
Once the call is sent, the citizen's phone rings from the 166 number and plays the department's pre-recorded voice message automatically no action is needed from the citizen besides answering the call.
